What VET students can expect from RTOs
NOTE: The VET Student Loans program commenced on 1 January 2017 replacing the VET FEE-HELP scheme. It is a new vocational education and training (VET) student loans program to give eligible students access to quality higher level VET qualifications, particularly those students who could not otherwise afford to pay upfront.

As a result of the National Vocational Education and Training Regulator Act 2011 and the national standards, Australia’s vocational education and training (VET) system has strong quality assurance arrangements in place to support quality education and training outcomes for students and employers.
Training providers must meet national standards to be registered to deliver and issue nationally recognised and accredited Australian Qualifications Framework (AQF) qualifications in the VET sector.
The national standards require that training providers must:
- ensure that marketing or advertising of their services is ethical, accurate and consistent with the range of training programs that they’re approved to provide;
- inform potential students about the training, assessment and support services that will be provided, and students’ rights and obligations;
- formalise service arrangements with students upon enrolment;
- deliver training, assessment and support services that meet students’ needs, in accordance with students’ arrangements; and
- provide students with timely access to current and accurate records of their participation and progress.
The national standards also require training providers to have in place appropriate mechanisms and services for students to have their complaints and appeals addressed efficiently and effectively.
Students enrolled with an approved VET FEE-HELP or VET Student Loans provider receive additional protection under the Higher Education Support Act 2003 (HESA) and the VET Student Loans Act 2016 (VSL Act). HESA and the VSL Act include a number of protection measures for students, from pre-enrolment with an approved provider through to the student actually undertaking their study, including tuition assurance. In the event of the provider ceasing to offer a unit of study, the student can study with an alternate provider in some cases or have their fees refunded.
